As part of the Public Transport Victoria (PTV) High Capacity Metro Trains (HCMT) project a consortium of Downer EDi, CRRC Changchun Railway Vehicles and Plenary Group (together Evolution Rail) secured the PPP (Public-Private Partnership) contract to build the proposed East Pakenham Train Maintenance Facility (TMF) and Stabling Yard and provide Train Life Support (TLS) services for 30 years on the fleet at a new East Pakenham main depot and in service as well as at other out-depot locations.
Although Downer Group (Downer) was designing and building the whole East Pakenham depot facility for PTV, Downer were to operate the TMF / shed facility within the overall operation and control of the depot and stabling site by the Train Operator Metro Trains Melbourne (MTM) (the ‘Operator’). Downer will retain the TMF after the 30 year term and is free to optimise the TMF facilities (the Retained Rail Assets) to improve confidence of service delivery and improve whole-life cost. IPEX Consulting (IPEX) was contracted by Downer through 2XM, enlisting expert peer review by Hulland White, to verify the depot function and capacity and identify any necessary refinements in the design.
Israel Railways (IRS) invited bidders to submit tenders for the supply and maintenance of up to 60 new double deck electrical multiple units (DDEMUs), in 4-car and 6-car configurations. The original bid submission deadline was August 2016, extended in July 2016 to the end of September 2016. The new DDEMUs were intended to run on a new build 25kV, 50Hz catenary system with 160 km/hour top speed. China Railway Rolling Stock Corporation (CRRC) engaged SGS-CSTC Standards Technical Services Co. Ltd Qingdao (SGS) to support its bid for the DDEMU tender. With less than four weeks to submission, IPEX Consulting (IPEX) was engaged by SGS to give further support to SGS and CRRC’s bid activities. IPEX’s role was to review and assess CRRC’s bid documentation, and recommend amendments and refinements; to pull forward appropriate capabilities and qualities offered by the CRC solution; to maximise the scoring potential against the defined / anticipated evaluation criteria; simulate scoring against the defined / anticipated evaluation criteria before submitting the bidding documents; and author and assemble a maintenance services response.
Between June 2019 and September 2020 NTA Metropolitan Mass Transit System Ltd., the transit authority for Tel Aviv, tendered two Design, Build, Finance, Transfer, and Maintain (DBFTM) contracts for Green and Purple LRT (Light Rapid Transit) systems. IPEX provided expert support to a consortium bidding for the NIS 15bn (EUR 3.7bn) PPP (Public Private Partnership), the largest ever PPP scheme in Israel. Two bids totalling over 2,300 pages of technical proposals, in 42 documents, were delivered in parallel.
Our role consisted of bid management across the entire technical proposal on behalf of the consortium, bid writing all 42 bid documents, creating a maintenance cost model for rolling stock and infrastructure and conducting Owner’s Engineer reviews and challenge.
