The overview
In 2018, the Norwegian Railway Directorate tendered for bids to operate Traffic Package 1, incorporating three components: long-distance train (LD train) Stavanger – Oslo, local train (L train) Stavanger – Egersund, and regional train (R train) Nelaug – Arenda. The operation was for a period of 7.5 years from June 2019 to December 2026 with potential for a one-year extension.
IPEX provided expert support to TideArriva, one of three pre-qualified bidders, and provided expert advice and project support in maintenance strategy development, costs / pricing and bid writing.
Our role was to:
- Advise on and determine appropriate maintenance strategy;
- Advise on and assist in determining appropriate costs and pricing; and
- Provide bid writing for the TideArriva submission.

Our response and the value to the client
We assembled appropriate experienced expertise to analyse and assess the technical and commercial submission requirements in the frame of typical franchise delivery dynamics and operating requirements, highly familiar to us.
Our experts worked closely with the TideArriva experts and bidding experts drawn in from the wider Arriva group, delivering a joined up advisory and bid support drive within the bid workstreams.
We developed the appropriate maintenance strategy for the rolling stock fleet, taking into consideration maintenance plans, depot and stabling facilities and the fleet operational plans and train workings.
Taking into account the maintenance strategy we developed the cost assumptions relating to the fleet and its maintenance through the operating phase and hence the submission pricing, and we produced the corresponding bid submission material for the TideArriva bid.
